3D-cap with a Hammer and Plow cockade by G-Brick Design - early symbols of the USSR!
The USSR of the initial period, the very concept of "Soviet power" is inextricably associated with such a word as "commissar". That is, a person endowed with special powers.
In 1918, the Council of People's Commissars adopted a "Decree on the establishment of volost, county, provincial and district commissariats for military affairs."
Mainly due to the active activity of military commissars in Soviet Russia, the Red Army was formed.
By adopting the experience of the French Jacobins and using the knowledge of the officers of tsarist Russia, Lenin's government managed to create a unique command system that quickly established political work and propaganda in the army.
It should be said that the military commissars also contributed to the victory of the Soviet people in the Great Patriotic War.
